Types of AI Recruiting Tools: A Map of the Market for APAC Hiring Teams
Two products can both call themselves "AI recruiting tools" and do completely different jobs. One drafts a job ad. Another ranks 2,000 applicants and decides which ones a recruiter sees first. The first saves an hour of writing. The second shapes who gets hired.
Treating them as the same thing causes two problems. Teams buy tools that don't solve their real bottleneck, and AI ends up making decisions that nobody reviewed or approved.
This guide maps the market by hiring stage. For each category, it explains what the AI actually does, how much it affects candidates, and what to check if you hire in Singapore, Malaysia, Indonesia or Hong Kong.
What makes a recruiting tool "AI"?
Many products have added an "AI" label to features that are really rules or keyword filters. Three quick tests separate the two.
- It explains itself. Ask why it ranked a candidate highly. A real AI system points to evidence in the resume. A keyword filter can only tell you which words matched.
- It understands meaning, not just words. Test it with a resume that describes the right skills in different terms, for example "built CI/CD pipelines" for a role that asks for "deployment automation."
- It works on your data. Run your own job description and resumes through it, including resumes written in Bahasa Indonesia, Malay or Chinese. Demo datasets are always clean.
The market at a glance
The table groups tools by the hiring stage they serve. "Impact on candidates" describes how directly the AI's output affects who moves forward. The higher the impact, the more human review and documentation you need.
| Stage | Category | What the AI does | Impact on candidates | Examples |
|---|---|---|---|---|
| Attract and source | Job ad writing | Drafts and improves job ads | Low | Textio, Datapeople |
| Programmatic job advertising | Decides where to place ads and how much to spend | Low | Appcast, Joveo | |
| AI sourcing | Finds and ranks passive candidates | Medium | hireEZ, SeekOut, Gem | |
| Recruitment CRM and rediscovery | Resurfaces past applicants for new roles | Medium | Beamery, Avature | |
| Screen and engage | Resume screening and matching | Parses resumes and ranks applicants | High | Moka AI, Manatal, Pinpoint, X0PA AI |
| Conversational AI and scheduling | Answers questions, asks screening questions, books interviews | Medium | Paradox, Phenom, Humanly | |
| Assess and interview | Skills assessments | Tests and scores job skills | High | TestGorilla, HackerRank, Codility |
| AI interviewers | Runs and scores first-round interviews | High | HireVue, Sapia.ai, Interviewer.AI, micro1 | |
| Interview intelligence | Records, transcribes and summarizes interviews | Low to medium | BrightHire, Metaview | |
| Fraud and identity checks | Flags fake or impersonated candidates | Medium | Phenom | |
| Decide and hire | Reference checking | Automates reference requests and summaries | Medium | Xref |
| Platforms | AI applicant tracking system (ATS) | Runs the whole pipeline with AI built in | High | Moka AI, Greenhouse, Ashby, Workable |
| Talent intelligence and mobility | Matches people to roles by skills, inside and outside the company | Medium | Eightfold AI, Gloat | |
| HCM recruiting modules | Adds recruiting to a core HR suite | Varies | Workday, SAP SuccessFactors, Darwinbox |
Categories overlap, and many products span several rows. The examples come from vendor websites, so confirm what each product does today in a demo.
Attract and source
Job ad writing tools suggest clearer, more inclusive wording and flag phrases that put candidates off. Many ATS platforms now include a basic version, so check whether you need a separate tool at all.
Programmatic job advertising spreads your budget across job boards and adjusts spending based on which ads bring applicants. It works best at scale. If most of your applicants come from JobStreet, LinkedIn or referrals, a simpler setup may be enough.
AI sourcing searches public profiles and databases to find people who are not actively applying. In APAC, ask how well the vendor's data covers your markets. A tool built on US profiles may find very few engineers in Jakarta.
Recruitment CRM and rediscovery tools keep in touch with past applicants and resurface them when a new role opens. They are often the cheapest source of good candidates, because you already paid to attract them once.
Screen and engage
Resume screening and matching is where AI has the most direct effect on candidates. The system reads every application and decides which ones a recruiter sees first. Ask for the agreement rate between the AI's recommendations and your recruiters' decisions, and ask how that rate was measured.
Conversational AI talks to candidates, answers their questions, asks screening questions and books interviews. In much of Southeast Asia, candidates reply on WhatsApp far faster than by email. Check whether the chatbot itself runs on WhatsApp, or only sends notifications there.
Assess and interview
Skills assessments test what a candidate can actually do, from coding to typing speed to situational judgment. Check that tests are available in the languages your candidates speak.
AI interviewers run first-round interviews by video, voice or chat, then score the answers against a rubric. They can interview hundreds of candidates at once, which helps with volume hiring. Because they score people directly, they need the most governance: a clear rubric, human review of scores and a record of why each candidate passed or failed.
Interview intelligence tools record and summarize interviews run by people. They don't judge candidates, but they make feedback faster and easier to compare across interviewers.
Fraud and identity checks are a newer category. Remote hiring has made it easier for people to misrepresent who they are, from someone else sitting the interview to AI-generated answers read from a screen. Tech teams hiring remotely should at least ask how a vendor detects this.
Decide and hire
Reference checking tools send structured questionnaires to referees and summarize the responses. They replace phone tag with a consistent, documented process.
Platforms
An AI ATS manages the whole pipeline and builds AI into screening, interviewing and messaging. The key question is whether AI is part of the core system or added as a separate module. In a demo, check whether AI scores, interview notes and chat replies all land in the same candidate record.
Talent intelligence platforms match people to roles based on skills, and often power internal mobility as well as external hiring. They suit large enterprises with many roles and a strong internal talent market.
HCM recruiting modules keep recruiting inside your core HR suite. They offer one system of record but often have thinner support for local job boards, chat apps and languages in APAC.
The next layer: AI agents
The newest products go beyond helping with one step. AI agents can run a sequence of tasks, such as screening applicants, messaging the shortlist and booking interviews, with less input from a recruiter. Before you turn one on, ask exactly which steps the agent completes on its own and where a person must approve its work. Rejections and offers should always have a named person behind them.
How to combine tools by team size
- Small teams usually need one AI ATS with built-in screening and scheduling. Every extra tool adds cost and another copy of candidate data.
- Mid-sized teams can add one specialist tool where a stage is clearly slow, such as skills tests for engineering roles.
- Large enterprises often keep an HCM as the system of record, run a specialist ATS for hiring and add AI where it removes the most manual work.
Whatever the size, choose the core system first and add point tools only to fix a real bottleneck.
Where Moka AI fits
Moka AI is an AI-native ATS. It covers resume screening, AI interviews and candidate engagement on WhatsApp in one platform, and its AI agent, Moka Eva, supports recruiters from screening to interview coordination. Candidate data is hosted in Singapore.
